The absence of a unified plan has resulted in disjointed efforts by different services to address intra-theater logistics. The authors argue that the responsibility lies with the Pentagon and Congress to assign responsibility, allocate resources, and provide oversight to meet these needs, emphasizing the critical importance of addressing the logistics gap in the Pacific.
