The Biden administration is proposing new regulations that would require airlines to compensate passengers and cover expenses, such as meals and hotel rooms, if they are stranded for reasons within the airline’s control. The rules would require airlines to pay compensation beyond a ticket refund and to cover expenses that consumers incur, including rebooking on another flight, if the airline causes a cancellation or significant delay. Airlines for America, which represents the largest carriers, has stated that airlines have no incentive to delay or cancel flights and that more than half of cancellations in 2022 and 2023 have been caused by “extreme weather” or air traffic control outages. The Transportation Department is working with the airlines to reduce cancellations and delays this summer when air travel could exceed pre-coronavirus pandemic records.
